Does it verify the IRP signature?

No. It decodes the payload for reading; it does not have the IRP public key and does not verify the signature, so treat the contents as unverified.

What is the IRN?

The Invoice Reference Number is the unique identifier the Invoice Registration Portal assigns to a registered e-invoice, included in the QR.
